7月20日,美中关系全国委员会、哥伦比亚大学全球能源政策中心、清华大学能源环境经济研究所联合举办“2023中美气候金融二轨对话”,旨在推动中美两国专业人士、企业和金融机构开展坦诚且有建设性的交流,以达成一份关于中美两国气候金融合作框架和机制的共识文件。

加强气候信息披露是应对气候变化的必然选择。中诚信集团CEO,中国证监会中证金融研究院原副院长,北京绿色金融协会副会长马险峰发言时说,极端天气频发让公众感受到气候变化迫在眉睫。气候信息披露是披露主体贯彻积极应对气候变化的重要体现,连贯、可靠、可比较、明晰的气候相关信息披露,是检验主体低碳发展情况的有效工具,是投资者评估气候变化相关问题潜在风险、践行气候投资的重要基础,是披露主体获取气候偏好投资的最优选择。

马险峰说,中国在气候信息披露和规则进展方面比较快,也面临着问题。从2006年至今,相关制度不断完善,在这些制度政策的推动下,中国上市公司ESG披露、气候信息披露等披露面不断扩展,披露制度不断提升。据统计,截至2023年6月份超过6000家A股公司和中资上市公司中披露社会责任报告、ESG报告或者可持续发展报告的共计2594家,占比43%,其中A股披露率大约35%,较上一年提升5个百分点,但整体看,这个披露还要不断加强。面临的挑战中,披露比例有待进一步提升,相关底层核算标准数据库配套人才有待加强。

环境部国家工业污染源监控工程技术中心主任、北京绿色金融协会副会长、罗克佳华科技集团董事长李玮说,过去能耗双控在中国是一票否决的,如果每个企业能源指标不够的话是不能上项目的。近日深改会审议通过《关于推动能耗双控逐步转向碳排放双控的意见》,对气候信息披露是非常重要的一步,对碳监测、碳核算、碳量化数据的真实性、准确性如何保障应该作为一个技术课题加强研究和合作。

会上,国务院国有重点大型企业监事会原主席、原环保部污染总量控制司司长、污染防治司司长、规划财务司司长赵华林就气候金融问题提出,要完善环境和气候治理体系建设。一是要推动部门的协同,确保明确的目标,导向清晰的环境政策,并长期贯彻下去。二是要确保政策的协同,创新体制机制,促进各部门之间协同实现环境治理的效果。三是要强化区域的协同,环境和气候治理往往是跨区域甚至跨国界的问题,需要区域间协同配合,共同完成治理。四是信息协同,数字化进程快速发展,推动环境保护和气候变化领域加强数据收集整理和融合。

赵华林表示,经济结构低碳转型是应对气候变化的关键,没有经济结构和生活生产方式的转型是不可能完成气候变化的,这项工作企业要带头,国企、央企、民企都要积极践行气候友好的转型。国务院国资委成立社会责任局专门应对气候变化工作,要求企业完成碳达峰编制工作,积极推动企业实现碳达峰和碳中和,并把应对气候变化纳入企业负责人的业绩考核当中。

赵华林还指出,推动气候金融要抓住几个关键问题,一是制定界限清晰、标准规范的气候项目分类法,便于金融机构和投资者投资;二是提升气候项目碳减排核算的科学性和准确性;三是要培育气候友好型的企业和金融机构;四是要提升企业和金融机构开展气候金融的意识和能力;五是要加强国际合作。

With US climate envoy John Kerry recently rounding up his visit to China, experts from the two countries have gathered online Thursday to discuss ways to boost cooperation. At the top of their agenda, Climate finance. Lu Sirui reports.

The dialogue between Chinese and US experts on climate and energy, held online Thursday, focused on climate-related financial disclosures, trade and carbon markets.

Experts say information disclosures are key to climate financing, a form of investment in renewable energy, infrastructure and other adaptations needed to fight climate change.

The two sides exchanged views on how both countries currently enforce environmental information disclosures, and what improvements can be made.

JOHN MORTON, Managing Director of Global Advisory, Pollination Group "The announcement just several weeks ago with the IFRS and the ISSB, provides us with the roadmap of how we might move forward."

LI WEI, Director, State Environmental Protection Engineering Center for Industrial Pollution Supervising "If we want to cooperate in information disclosures, I recommend working together on technology platforms. The Internet of Things, blockchain and AI can ensure the authenticity of the data. If the US side is interested, we can have a technical exchange on this."

The dialogue also focused on trade and carbon markets in both China and the US. The advantages of carbon trading and carbon tariffs were analyzed during the session, as well as how to respond to new EU regulations through its Carbon Border Adjustment Mechanism.

ANTHONY YUAN, Managing Director, Citi Research "There are two level of cooperation we can think of. One is technical assessment. Join each others' expertise and getting this done could really help the market to develop and thrive."

WANG YIMING, Vice Chairman, China Center for International Economic Exchanges "The EU's CBAM will increase the difficulty of exporting products from China and developing countries, and in practice it may also evolve into a green trade barrier. This will disturb the free trade system more, which is not conducive to cooperation among countries to address climate change."
